Request for Offers: preparation of the Feasibility Study on the Expansion of the College of Europe’s Educational Offer to Ukraine

Announcement on the Extension of the Offer Submission Deadline

The Contracting Authority informs that the deadline for submitting offers has been extended to June 12 at 16:00 CET.


The College of Europe in Natolin invites to submit an offer for the preparation of the Feasibility Study on the Expansion of the College of Europe’s Educational Offer to Ukraine under the project “Natolin4Capacity Building – Phase II (N4CB-II)”, financed by the European Union.

The subject of the contract is the preparation of a feasibility study concerning the possible expansion of the educational activities of the College of Europe in Ukraine, in accordance with the scope defined in the procurement documentation.

Responses to questions received on 22 May:

Question: In order to ensure maximum compliance with the selection criteria, we are planning to submit an offer in partnership/jointly with 2 other organisations, one of which based in Ukraine. Could you please kindly confirm if the following documents from partners must also be included in the Tender form – i.e., Declaration of honour, Statement on personal data processing, and Company registration extract, further to the signed Power of attorney?

Answer: Yes, we kindly confirm that the indicated documents should also be submitted for each partner participating in the joint offer, together with the signed Power of Attorney. The documents should include clear indication of an attorney (leader) of this partnership to represent Partnes in the tendering proceedings, or in the proceedings and for the purpose of executing the contract

Question: Moreover, are there any other documents/statements to be presented by Partners?

Answer: At this stage no additional documents/statements are required from the Partners.

Question: Finally, we would appreciate an indication of the maximum contract amount foreseen for this opportunity.

Answer: The net cost of the service is estimated at 35,000 EUR.

Question: Could you please kindly confirm whether experts proposed by tenderers are required to commit exclusively to one offer for this procedure, or whether the same expert may be included in more than one offer?

Answer: We kindly confirm that experts proposed by tenderers are not required to commit exclusively to one offer within this procedure. Therefore, the same expert may be included in more than one offer submitted by different tenderers.

Could you please tell me if costs associated with producing the Ukrainian language version should be included in the overall budget?

Answer: Yes. The financial offer should include all costs associated with the preparation and delivery of the required outputs, including translation and production of the Ukrainian-language version of the final Feasibility Study, as specified in the Terms of Reference.

Responses to questions received on 1 June:

Question:  Do you have a strategic vision of your impact and role for Ukraine’s civil service strengthening?

Answer: The purpose of the feasibility study is precisely to assess whether there is a need and added value for expanding the College’s educational offer in Ukraine and, if so, what form such engagement could take. The College’s objective is to obtain evidence-based recommendations that will support future strategic decision-making as specified in point 2. of the Terms of Reference.

Question: Would you be interested in benchmarks from key EU states, where in-service training is strongly developed, e.g. France and Germany, or would you consider the situation too specific?

Answer: The feasibility study shall focus primarily on the Ukrainian context. A comprehensive comparative analysis of in-service training systems in EU Member States is not required. Nevertheless, where relevant, the contractor may refer to selected international examples and good practices when developing the strategic scenarios under Task 5.

Question: With respect to references, certificates of project completion, recommendation letters, and other documents demonstrating the bidder’s experience, please confirm whether documents issued in Polish may be submitted in their original language, or whether English translations are also required as part of the offer.

Answer:  Documents evidencing the bidder’s experience, including references, certificates of project completion, recommendation letters, and similar supporting documentation, may be submitted in Polish, Ukrainian, or English.

Documents issued in any other language must be accompanied by an English translation.

Question: Regarding the requirement to submit a Company Registration Extract (not older than three months), please confirm whether the document may be submitted in Polish, or whether a sworn/certified English translation is required.

Answer: Company Registration Extract may be submitted in Polish, Ukrainian or English without translation. Documents issued in any other language shall be accompanied by an English translation.

Response to question received on 2 June

Question: We would like to obtain information whether Offeror being limited liability company registered within polish company register has to state in tender form “NET Price” (without VAT) or price including VAT which is as stated in tender form “The price includes all costs necessary for full implementation of the assigment”?

Answer: The Tenderer should indicate the net price in the offer, excluding VAT. The net price should include all costs necessary for the full implementation of the assignment, including, for example, travel and translation costs.

Response to question received on 4 June:

Question: Could you kindly confirm whether this amount should be understood as the maximum available budget for the assignment, or rather as an estimated budget indication, allowing some flexibility depending on the proposed methodology and level of effort?

Answer: The phrase “The net cost of the service is estimated at EUR 35,000.” should be understood as an estimated budget indication.
