Request for offers for service of preparation and implementation of information and promotion activities for the project Capacity Building for Integration and Reform – enhancing the administrative capacity of Ukrainian civil service for European integration through a comprehensive educational programme financed from the European Union funds.

Deadline for submission of Offers: 01 June 2021

The Order decided to prolong the date of submitting the offers until 07 June 2021. According to the prolonged date of submitting the offers,  request for offers and draft of the contract were changed.

The Orderer herby explains the following:

Yes, organizations registered in Ukraine are eligible to participate in this tender.

EXPLENATION OF 02.06.2021
In reference to the following question concerning the request for offers:
“I kindly ask for information regarding Part D:

  • could you indicate webservices on which shall be publicised the sponsored articles
  • is it possible to get know the content of the sponsored articles – mainly their length, number of attached pictures/logotypes and external links”

Final list will be agreed with the Contractor during the performance of the Contract.

Specification of materials: length 700-1000 words, texts containing 2 logos (UE Representation in Kiev and project), 1-3 pictures, links to the project website and webpage of the beneficiaries.

EXPLANATION OF 07.06.2021
In reference to the following question concerning the request for offers:
“We refer to the announcement regarding request for offering the information and communication services within EU Project Capacity Building for Integration and Reform and will be grateful if you could clarify the following questions:

  • did the mentioned project pass the official registration in Ukraine (according to the requirements of the national legislation) as a technical assistance project?
  • could you clarify the following statement (taking into account that this is an European project and national one) pointed out in the published official announcement: “In case of Contractors with their seat outside of the Republic of Poland, the Orderer shall pay 23% VAT to the relevant Polish revenue office”.

May we also draw your attention to the fact that the European Commission and the Government of Ukraine have agreed in the Framework Agreement dated 12.12.2006 (ratified by the Law of Ukraine No 360-VI dated 03.09.2008) to allow full exemptions. In its Article 3 it is specified that “Actions financed wholly or partly by the Community shall not be subject to taxes and customs duties or any other charges having equivalent effect”.

In Ukraine, only registered contracts can be subject to an exemption from tax and customs duties. The registration procedure is described in the Cabinet of Ministers resolution No 153 dated 15 February 2002 and the subsequent amendments. The Contractor is responsible for obtaining the above mentioned exemptions.
In this regard, it seems that it is not reasonable to impose a rule for a Ukrainian organisation to pay taxes twice: once in Ukraine and then in Poland.”
The Orderer herby explains the following:
Project is not registered yet. The registration procedure is ongoing.

ANNOUNCEMENT
The Orderer, the College of Europe in Natolin, cancel the call for proposals for service of preparation and implementation of information and promotion activities, because all tenders submitted by Contractors are higher than the amount allocated to the project by the Orderer.
