The College of Europe in Natolin is launching a call for offers for a Training Needs Assessment of Ukrainian public administration employees involved in European integration.
- The assignment will assess knowledge and skills gaps among central and regional public administration staff and inform the development of future training programmes.
- The project will be launched immediatelyand implemented over the coming months.
- The maximum contract value is up to EUR 18,000 gross (tax included).
- The submissions are accepted until 22 February.

Thank you for reaching out with concrete questions.
Q. 1 The total number of participants in both group is to be determined by the Offeror to constitute a representative sample. As an approximation, we assess that -for the quantitative part – for each Group A and Group B, the representative number might be of 150-300 respondents.
Q. 2 Currently, there is no competency model in place. The skill gap analysis can be conducted with reference to critical skills identified by NAUCS in its regular TNAs and to the EU Commission’s recommendations. The project can also provide access to three high-level experts with whom information interviews could be conducted to identify key competences.
