The call for offers for assessing and evaluating the training needs of the officials of the central administration in Ukraine (TNA) for the purpose of a project “Natolin4CB-II” financed by the European Union was cancelled due to the insufficient number of valid offers received.

In answer to a question of 18 September 2025 regarding the eligibility of Offerers, please note that – as it has been stated in the Call for Offers (in the Request for Offer, under point 9. Participation Conditions) – participation in procurement shall be open to international and regional organisations and to all natural persons who are nationals of, or legal persons effectively established in the Member States of the European Union, Ukraine, the Western Balkan countries, Georgia and Moldova, the contracting parties to the Agreement on the European Economic Area, as well as from countries which, due to the size of their economies – provide Ukraine with support comparable to that provided by the European Union and for which the Commission has established the principle of mutual access to external assistance in Ukraine in accordance with Regulation (EU) 2024/792 of the European Parliament and of the Council of 29 February 2024 establishing the Instrument for Ukraine).
The eligibility criterion should be proven by submitting, together with the offer, a current printout from the relevant court or official business register, as appropriate (issued no earlier than 3 months from the date of submission of this Offer that clearly states the place of establishment.
